You only need to make sure that the general representing the supply unit reaches the northeastern garrison marked as X as quickly as possible. When you first begin the stage, did you wait until a mission show up before you defeat the general guarding the area to the left of your starting point? I didn't the first time around and couldn't get the weapon as a result.
