You would only really get warned for duplicate threads if several (lets say 5 or more) of them were made in a short period of time (say a few days after being reminded by PM to more carefully look for existing similar topics first). In general terms only if it is done excessively will it be warnable. One or two here or there would cause no harm and won't be warnable. If you are asking is there a concrete ruling on the exact number of duplicate topics then the answer is no. I believe this is better to be dealt with on a case by case basis.
