I think he is not just the best Wei character, but the best character in the game. His move set (DW3 > DW5) is as complete as it gets, he is an exceptional character to use, and also to see his story. Particularly in DW5 having him play a role along side Lu Bu and then move onto one of the greatest generals of the Wei army is also fantastic. Outstanding character in all areas imo. I'd rate Xu Huang 2nd actually, he is just a bit more unique...I like that.
