I first found this out in versus mode, the one where you and 3 officers, I think, go against your friend and 3 officers. I think it's 8 altogether... With the towers that are near the top where you can walk along, you can just quite simply hop into one. Though it was most likely a bug that was never fixed since your legs go through part of the wood.
