IX was more techinical and 'balance'(Well, I disagree with some of the officer stats in that game). My favorite Rot3k is VIII(Some things X should have kept), XI, and IX. IV memorable moment. I recommend you start Rot3k 7 first instead of X. You'll learn the basic of ruler- officer relationship, city development, and the battle system there. Then go with X(It doesn't have much detailed help tutorial than 7) or VIII for the advance officer play or play Rot3k 4 first and advance to IX for ruler play.
