It only affects whether you get a White or Black 3-story Keep when you hit 200 Foreign rating(if the Culture is higher, it will be White, if lower it will be Black.) Western Main Keep will be built in your main base when you have over 900 Foreign rating(and you must have Osaka Main Keep already.) There is always a chance of Kakushin being released domestically. But trying to speculate further is merely an exercise in futility.
