It'd only make sense that he has a humanoid shape while retaining his serpentine features. Same thing with his generic troops and officers. The only thing that would freak the hell out of me is if he extended his neck a la Orochimaru. The fact that his "armor" opens to reveal that crazy six pack and pecs would also add to the human-like appearance.
