I think Orochi X was meant to be a "reward" for players who play the game actively for a long time. Nowhere it's stated that you need to unlock all stages and characters as soon as possible. Only perfectionist (me) or those who simply don't have any patience try to get Orochi X as soon as they can.
When you really think about it, this is the second time when KOEI rewards players who have bothered to max out characters (first time was in DW3XL where you had to get 99999 points for all characters in order to unlock SSX's DT costume).
What the hell, i didnt know that.. i even have DW3 xl.. wich DW was it you could get lu bu's awesome rotk costume, i really loved that one and the music too, was on chibi and he had his own grey army. Man that was really cool and challenging too... unlike anything in wo2 :l I agree wth OP btw. Oh and @ legendaryseadragon - Quote:

And they hand over to you the most powerful character in the game.
You are kidding right? How much more powerfull can you be when half of all chars maxed 1 hit kill everything with a tap on the square button in a radius of 10 feet. Why didnt koei just add a nuke on wheels to the game, so you could win the stage from the spawning point and be done with it. would save you running around 30 seconds. Because a level 99 Shin Orochi with 50 profiency is the equivalent of a nuke on wheels xD
Yes, it is true that all other maxed out characters can simply one-hit kill with one press of the square button, but it seems that people would get more joy of it as a super snake demon with a big huge scythe in his hand.

Prepare for a laugh!
A good comparison video for Orochi and Shin Orochi.
