Taishi Ci, Xu Zhu, and Xing Cai also have that inability to flinch enemies with their normal attacks. All four characters still have that problem in WO2 - at least in the Japanese and US console versions - but it doesn't get in the way of Cao Ren's overpowered -ex spam. I only ever notice it when I'm Leeroying with his C2-ex and a peon hits me during the first strike. But I give him Stability before going with the Leeroy offense, so this only causes a bit of damage instead of interrupting the charge. (This is shown a couple of times in the Maou Sairin solo run I did with him.) Before he gets Stability, there's C3 and C3-ex with its absurdly long reach. Yoshimoto is quite vulnerable because his charges have such long start-up time and lag. I haven't tried him out with Highflier yet to see if that helps his defense.
