I think they already start appearing like that if you have the musha gundam suits already built so that would mean it is spread across for everyone. Since from what i've seen there is usually Yazan and Gym showing up in those suits... or Lacus and Katejina and such at times. But if it's more like the type where like everyone shows up in musha gundams... then i think this is more specific to each individual...since if I recall correctly I think you play some specific collection mission for this to happen or another mission mode type.
