Try get into a mission (any mission will do), at the point where u start, quit back to town. Seems like a glitch but it works all the time. When u got back to town after quitting missions, your town will accumulate points as shown on lower right of screen (Academy, Blacksmith ..... etc) . U can do that as many times as possible but bear in mind, you still need the required experience and materials to make weapons.
