Actively Retired Posts: 4,128 Group: Members Member #7,393 Joined: May 17, 2007 Gender Male	Someone gave me the tip to try and upgrade city facilities by focusing all the officer cards on one facility at a time, and on the higher facility levels this seems to work very well. I currently only need to level Exchange, Blacksmith and Workshop (I think) to complete my upgrades. @ Jiahe: Ironic, seeing as how I have all the Shu ones you're missing
