Yeah, I think it's the 'War!?' download mission that will always have the Sarah Vs. Reccoa event, but I've done it something on he lines of 5 times killing Reccoa with a character with friendship with her but, alas, nothing. (Didn't have worthy opponent on either  ) So I used another character who had not got that far yet (Glemy) to do it.
i play the mission for abt nearly 10 times to get that women from favroute to trusted with katejina, bt happy to get sarah now, finaly with quess and sarah unlocked, i hav get the 2 most hardest to unlocked chars
