The easiest way would be to join either Zeon or Neo-Zeon (CCA) or you could just keep playing the mission where you ally yourself with the older pilots of the game, and keep trying to get Char as an allied pilot at the start of the mission. Hope this helps. (also Luna doesn't start with the Zaku as her first licence, which I find rather odd. )
