That's not very nice to say. You need to understand that people put a lot of effort and commitment in their cosplay. It's not like putting together a model of a car where you have to just put together pieces and paint them. It's more like looking at a picture of a car and then creating that car from scratch. Some people may not have access to certain materials or have the budget to create certain outfits. And not everyone is a professional tailor or kniter either. I hope you realize this.
