I was playing through, leveling up Okuni and the guy I was fighting was close to death so I activated Capture. I killed 3 enemy officers during said activation and they all retreated!! I play that same level again, this time no tactic, and I capture 4 officers in a row! So for now on I'm never using that useless tactic again and encourage you to do the same. A tad late, but I'd like to answer this out of curiosity. I suppose might have eliminated enemies before the tactic-use quote of your character was "announced," Nrage-kun. Or, you may have been attacking relief force officers, they won't count as captured officers. The only way you were able to capture officers without using the tactic is that you were able to defeat them in your territory: a visible blue area marked on your mini-map.
