On Play 2, you can save over Play 1 and you'd still have everything. But... you won't be able to keep data such as officer levels, officers obtained from Play 1 because it will keep updating it as you progress through Play 2. if that makes sense? And I think Oichi is available on Hard mode, but not until Chapter 8. Her outfits as well I believe are available on Hard. Don't quote me on that, but I don't remember having to wait 3 play throughs to get her.
