Really? Zhang He was at his best in DW3 because of his personality. Me and my buddy couldn't stop laughing when we saw him in cutscenes. Certainly he has one of the best personalities in the series ^_^.

His moveset is average. S string works nicely against crowds while his Charge attacks are good against officers. I've never been fond of his Musou but it's fun to watch.
