Launcher message and Unicode

I read in another post you need to switch your unicode over to Japanese in order for the patcher to work correctly.

I'm using Vista and switched the languages Japanese, Japanese (IME), Chinese (Phonetic), Chinese (New-quick) on. I still seem to have problems with the patcher identifying the characters. I don't know how I originally got it to work, it must have been a mistake.

This message is now recieved after restarting my computer, I think it is pretty much saying, 'Visit this website for support and trouble shooters.'

I have been wrong before though, so please correct me if mistaken.

I have discovered the solution. I have noticed others having a similiar problem.

By going to C:\Windows\AppPatch\ and making AppLocale run as administrator under Vista controls it allows it to access the game with unicode.

The problem is simply it cannot be ran as administrator unless launched from that folder.

Trouble-some! But by editting 'properties' and setting the compatibility it will be fixed.

Although this fixed the unicode it still gives me this message when the updater comes up - http://img704.imageshack.us/img704/397/launchermessage.jpg

You did this during DWO Maintenance hours...
It's occuring every Thursday between 10:00 ~ 13:00 JST.
(Convert that Japan Time into your time zone... It's on Wednesday's night between 8:00 PM ~ 11:00 PM EST for me)
