Some people have asked me this, being the faction nerd so I felt its a good way to sum it up with a general answer for everone to read:

Each of the three Triad of Order factions (Harmonium, Mercykillers, Guvners) is a Lawful Faction that just so convinently happens to be apart of the same little alliance.

That does not mean they have to like being allied.

Each one has their own Laws, their own legal system and their own way of enforcing it. The Harmonium have their own cells, the Mercykillers their own Tribunal Court, the Guvners have their own Barracks.

But each one works with the others, grudgingly, because it keeps the order.

How Strongly do they work with each other?
Its best described as a "smiles above table, knives below" relationship. The three factions work with each other because it is convinent, not because its a good idea. Each of them has a diverse version of how Law should be followed, it obviously causes complications within the groups.

What Complictions, and how do they diverse?
This is best summed up in a two or three sentance point for each:
- The Harmonium are are Military army working as the government watch. They do not have to like the government (Guvners) or the secret service (Mercykillers) interupting their approach to instilling the peace. But they will work with them, for now, as long as they dont get in their way.
- The Mercykillers are a Religious Crusade devoted to Law instead of God. They are fanatically convinced that only punishing the criminals can redeem or reforge them into something better. The Harmonium interupt this process by trying to arrest everyone themselves, the Guvners do so by trying to wrap a leesh around the Mercykillers, they dont like that.
- The Guvners are Scientists trying to exploit the cosmic rules of the planes to their will, to bend reality through new discoveries and wonders. They also bend the laws of social rules and convinence them to benefit their own arguments. They feel the other two Lawful factions are either to zealous or too militant to appriciate the bigger picture.

All three groups effectivly have an issue with the others. They really do not like being interfered with and when the opportunities arise they will likley take the laws into their own hands to convinence situations.

A Mercykiller might arrest someone if a Hardhead isnt available. A Hardhead might hold a trial because no Guvner Judge or Lawyers will turn up. A Guvner might pass sentance to the Prisoner themselves rather than wait for a Mercykiller to do it for them.

Each of them will likley do all three roles at some point but only if they can get away with it. Infact they often "try" to get away with it and will when they can sneak politics between the lines as an excuse to justify their actions.

So do you necessarily have to be a Mercykiller executioner, or a Harmonium Guard? No, you dont, but the other two factions would logically frown on you for behaving outside the boundries of the Triad laws. After all, how can the Triad be expected to work if it doesnt co-operate?

They might not like it, and they will definatley cloak and dagger when they can around it. But they dont openly rebel against each other for the obvious reason it would be the exact kind of chaos their enemies (doomguards, anarchists, xaos) need.
Justice must be forfilled, at any cost.
