so I was at locals playing my chaos hero beaters and in round 2 i playing against another frog deck and during game 3 he chained enemy controller from the hand during his turn but it was not during battle phase which is to my understanding the only way to chain it from the hand unless there is some new rule up somewhere but wikia actually says you cannot chain or activate from the hand during your opponents turn. i didnt call for a judge due to only 3 minutes remaining in the match and he ended up clearing my field next turn for game with raiza. i think he chained e-con to my gemini spark or compulsory

He can activate or chain Enemy Controller from his hand at anytime during his turn. Doesn't matter if it's in the Battle Phase or not unless it's the Damage Step of the Battle Phase which then he wouldn't be able to activate it.

That...and any other quickplay can be activated from the hand at anytime during his turn. The only quickplay spell cards that can be activated during the damage step are ones that alter attack and/or defence.
